How to Open Policy Windows and Advocate for NCD Investment

Premature death and illness from non-communicable diseases (NCDs) affect people of all income levels. Low investment in global NCD prevention, and aging populations, mean the health and economic costs of NCDs will only grow larger. Countries have been slow to respond, due to competing health needs and long-term investments required to combat NCDs.
This session outlines current research on NCD donor financing and discusses investment cases’ (IC) role in convincing decision-makers to act. ICs analyze the return on investment from implementing policies and clinical interventions that target NCDs and uncover promising policy pathways and implementation challenges. ICs are highlighted as a useful tool that the health community can leverage, with findings from NCD, tobacco, and mental-health ICs in Peru, Jordan, and Jamaica to frame discussion.
